In Costa Rica the Internet Service providers are government based companies. The main providers are Instituto Costarricense de Electricidad (ICE) and Radiográfica Costarricense (RACSA). ICE provides the only Asymmetric Digital Subscriber Line (ADSL) service in the country. RACSA provides a number of services, including cable modem, dial-up, frame relay, wimax, and more.

If you travel with your laptop, there are a number of free wi-fi access points.
