Apple's first generation iPhone is known to be usable in Costa Rica. You must unlock/activate this device and purchase a SIM card. SIM cards are sold only at the ICE offices and costs around $24 (12,500 colones).Tools

Plans and costs
In telecom Costa Rica is state owned, so the only authorized agencies are ICE offices.
- First time activation: US$24
- 60 minute plan: US$5.75
- Additional minute 4.5 cents US (yes, four point five US cents per minute)

GPRS & EDGE Internet Connection
There is a GPRS connection available prior to a voice activation, user must call 193 and talk to the ICE representative to activate the service. Enhanced Data Rates for GSM Evolution (EDGE) is not available, only General Packet Radio Service (GPRS) with speeds of 8-20 kbit/s per time slot. Recommended usage of this service is mainly to check email. The EDGE icon does light up but it will work under GPRS speeds.
Warranty and repair
Any software or hardware damage must be repaired in the U.S., therefore, the device must be sent back to an Apple Store with the original software (IMPORTANT: no jailbrake software must be installed). Apple may need to examine your proof of purchase document to verify your iPhone’s warranty status.
